Council introduces new scheme to support rights of tenants renting privately

A council has introduced a new licensing scheme in an attempt to regulate private rental properties and support tenants’ rights.

The scheme – which came into effect across Greenwich on Monday – will cover what are known as houses in multiple occupation (HMOs).

HMOs are properties which contain three or more residents living in separate households where a kitchen, bathroom or toilet is shared. 

Operating alongside the council’s existing licensing scheme, the new initiative means most HMOs in Greenwich will need a licence, allowing the council to regulate the properties’ management and ensure tenants’ rights are protected.

Councillor Ann-Marie Cousins, cabinet member for community safety and enforcement, said: “Every resident has the right to a safe and well-maintained home.

“As a council we are committed to improving the lives and homes of private tenants, and our property licensing schemes are key to this. We will continue to work hard to tackle rogue landlords who put their tenants at risk by failing to licence their properties.”
